Azad Maidan fallout: Mumbai police commissioner Arup Patnaik transferred

Mumbai Police Commissioner Arup Patnaik, who was facing flak over the August 11 Azad Maidan violence in the city, has been transferred, Home Minister RR Patil said here today.Patnaik has been promoted as Director General and posted as Managing Director of Maharashtra State Road Development Corporation (MSRDC), Patil told PTI.

Senior IPS officer Satyapal Singh has been appointed as the new Mumbai Commissioner of Police, the minister said.

Patnaik was under fire for the handling of the August 11 violence at Azad Maidan here during a rally organised by city-based Raza Academy and other outfits to protest incidents in Assam and Myanmar. Several policemen were injured in the melee.

 

Government refuses to backtrack as BJP stalls Parliament :

  Parliament remained paralysed for the third consecutive day on Thursday over the CAG report on coal blocks allocation with neither the UPA Government not the Opposition, particularly the BJP, showing any signs of backtracking from their stand. The BJP has been unrelenting on its demand that Prime Minister Manmohan Singh should resign over the CAG report while the government alleges that the principal opposition party is only interested in disrupting the House, and is shying away from a meaningful debate on the entire issue.

    Repeating the scenes of the last two days in the Lok Sabha and the Rajya Sabha, the BJP MPs shouted slogans against the government, demanded the Prime Minister's resignation forcing the adjournment of both the Houses till Friday. Arun Jaitley, BJP MP and Leader of Opposition in the Rajya Sabha, blamed the government for the deadlock, saying that his party would continue to put pressure on the government.

   "This is not a small issue. It is a monumental loss to the Government of India and loss of taxpayers money while it gives huge profits to the private parties, and this happened under the Prime Minister. This is a way to build pressure on the government on an issue, this is very crucial and we do not want a mere half day discussion on this. In democracy at times this way of protest is legitimate to build pressure on the government," said Jaitley.

   The government said it did not visualise the deadlock ending before next week. Parliamentary Affairs Minister Pawan Kumar Bansal said talks to end the stalemate were not possible before Monday. He said the week is likely to be lost due to disruption. "I am told that tomorrow also the Houses will not function," he said. Meanwhile, Congress President Sonia Gandhi decided to take charge of the Congress's response, asking her MPs to go on the offensive on the issue. "We don't need to be defensive. It is wrong. We must attack. They cannot take people for granted," she told her MPs.

  In another development, Vice-President and Rajya Sabha Chairman Hamid Ansari's meeting with floor leaders to end the deadlock in Parliament was inconclusive. The government said it was prepared to discuss the CAG report on coal block allocation in Parliament and reply to the issues raised by the opposition. "The government is already prepared to discuss anything they want. The Prime Minister has already said that. We are prepared to discuss the issues threadbare," Home Minister Shushil Kumar Shinde said.

Law Minister Salman Khurshid expressed the hope that the opposition would join in ensuring proper functioning of Parliament. "We want to give a reply to both the opposition and the country. We have nothing to hide," Khurshid said. Members from the treasury benches sought to counter the Opposition's slogan of 'Pradhan Mantri Istifa Do (Prime Minister Resign)' by shouting Pradhan Mantri Zindabad (Hail the Prime Minister).

The Rajya Sabha witnessed three adjournments till 2 pm, while there were two adjournments in the Lok Sabha. 

What happened in Parliament today:

   It was trouble as soon as the two Houses met for the day.  In the Lok Sabha, BJP members rushed to the Well to demand the Prime Minister's resignation. Countering the opposition offensive, Congress members were seen in the aisles waving copies of newspapers and raising slogans against the BJP. They displayed newspaper reports which said some state governments headed by BJP in 2005 had opposed auction of coal blocks, saying it would hit the industry.

   The House plunged into turmoil as members of Opposition and Treasury benches clashed, with Congress members insisting that it was the BJP which had opposed auction of coal blocks and was now blaming the Centre for it.

      Interestingly, members of JD(U), a key constituent of the BJP-led NDA, did not join the BJP members in the Well. The BJP has been on the offensive in demanding Singh's resignation, while the JD(U) has been pressing for a debate. Amidst the din, Speaker Meira Kumar called for the Question Hour, but adjourned the House till noon. When the House re-assembled at noon, members from BJP and AIADMK trooped into the Well raising slogans. SK Bwiswmuthiary (Independent MP from Kokrajhar) was also in the Well raising the problems of Bodo refugees living in transit camps of Assam.

Francisco Sardinha, who was in the Chair, adjourned the House till 2 pm after ordering laying of papers. The Rajya Sabha also witnessed ruckus the moment Chairman Hamid Ansari took up the first listed business. When the House assembled for the day, BJP-led NDA members shouted slogans demanding resignation of the Prime Minister. The treasury benches countered them by shouting slogans hailing the Prime Minister.

   Amidst the slanging match, Chairman Hamid Ansari called the first listed question and asked members to resume their places. "No slogan shouting please," he said. "Please sit down". Congress members briefly heeded to his pleas but were up on their feet again as Opposition was unrelenting in its slogan shouting. Ansari then adjourned the House till noon and called leaders of various political parties to his chamber for discussion. "I would request leaders of all political parties and groups to come to my chamber," he said.

When the House met again at noon, similar scenes were witnessed and it was adjourned till 12.30 PM after laying of papers.

Uproarious scenes were witnessed again when the House re-assembled.

Interestingly, no minister was present in the House at that time and only a handful of Congress members were seen in the Treasury benches.

Amidst din, PJ Kurien, who was in the Chair, adjourned the House till 2 pm.

And again at 2 pm, Parliament was adjourned for the day.

  Twitter agrees to block fake PMO accounts

     

Microblogging site Twitter has agreed to block all fake accounts in the name of the Prime Minister's Office (PMO). The development comes after the government set a deadline of 12 hours deadline for Twitter and other social media websites to remove objectionable content or face a shutdown in India. But there is major confusion in the government over blocking of Twitter handles and social networking websites pages. The PMO, the Home Ministry and the Department of Telecom are all adding to the confusion.

   While Home Ministry sources deny they have blocked Twitter or social networking websites pages, the Department of Telecom sources confirm that they have received a list of social networking pages for blocking. Many users have complained that their Twitter handles and URLs cannot be accessed. Twitter had earlier promised to cooperate with the government after the PMO complained to it about objectionable content on six accounts resembling the PMO's official account.

   As the government blocked the six accounts after Twitter took no action, the social networking portal communicated to the PMO that it would be locating the "unlawful content". Earlier, the PMO had asked the Cyber Security Cell of the Department of IT to block these accounts as these had content having "communal overtones" and could have serious ramifications as these could be mistaken as the official account of the PMO.

  The PMO had initially asked the Twitter to shut down these accounts but after it was not done, the matter was referred to the Cyber Security Cell. The deadline was given after Twitter failed to respond to the Ministry of Home Affairs' request to issue show cause notices on offensive and provocative Twitter handles.

  Ministry of Home Affairs sources also say that updates from 28 URLs have been asked to be removed, but no specific users or handles have been named. While one of the social media websites - Facebook - has agreed to co-operate, Twitter has so far refused any compliance.

  Union Home Secretary RK Singh on Wednesday asked the Department of Electronics and Information Technology (DEIT) to serve the ultimatum on Twitter as it failed to comply with the government order to block 28 webpages on its site.

  Meanwhile, Twitter users are furious with topics like GOI blocks and Emergency 2012 trending. The Telecom Ministry will also hold a review meeting with the National Security Advisor and the Intelligence Bureau on the matter.

  Government had already ordered blocking of 310 webpages where morphed and inflammatory contents were uploaded with the aim to inflame passions. According to the government morphed photos and hate content on the websites were responsible for the panic that gripped Northeast Indians in many parts of the country, forcing them to flee to their home states from Karnataka, Tamil Nadu and Maharashtra. 

Bank strike hits commercial activities in G’pati  

 Supporting the two-day nation-wide bandh call given by the public sector banks, private and foreign banks, the banks in Gajapati district downed their shutters on Wednesday to protest the proposed amendments in banking regulations and outsourcing of jobs.

The bandh paralysed commercial activities in the district. Officers of the nationalised banks including the State Bank of India, the Union Bank, the Andhra Bank and the Indian Bank staged dharna in front of their respective banks here.

Sony launches 20-megapixel DSC-RX100 for Rs. 34,990 

   Sony has introduced a new camera to its existing line up with DSC-RX100. This camera inherits many advanced imaging features from Sony's alpha range of A-mount and E-mount camera range. Priced at Rs. 34,990, Sony DSC-RX100 comes with the world's first 1.0-type Exmor CMOS sensor with a resolution of 20.2 effective megapixels. The sensor of this camera has an area that's around four times larger than the 1/2.3-type imager in regular point-and-shoot cameras. Thus, it helps in capturing far more light than small-sensor cameras, and the images clicked through DSC-RX100 more detailed. Sony DSC- RX100 can also shoot Full HD movies with very low noise.

   Apart from the large sensor, Sony DSC-RX100 packs in an ultra-bright Carl Zeiss Vario-Sonnar T* lens with 3.6x optical zoom range. The lens also features an Advanced Aspherical (AA) glass element that contributes to the camera's compact dimensions without compromising on performance or resolution.

   Another interesting feature is this new camera from Sony is that it comes with a high-speed autofocus, which locks onto your target in as little as 0.13 seconds. However, the actual time may vary slightly depending on the target and the lighting conditions.  If reports are to be believed, Salman Khan and Katrina Kaif starrer Ek Tha Tiger has grossed a whopping Rs.150 crore in mere eight days! Seems like Salman Khan's Tiger avatar could well be on its way to becoming the biggest Bollywood hit of all times. Incidentally, Ek Tha Tiger also creates a new record for the fastest Rs. 100 crore earning at the box office. Now, the trade is abuzz with the prediction that Ek Tha Tiger will cross Rs. 200 crore very soon and could well break the record haul of 3 Idiots, which was Rs. 385 crore.

No sequel to Ek Tha Tiger
   Despite the ending of Salman Khan starrer superhit film 'Ek Tha Tiger' leaving a scope for a sequel, the makers have denied any such move. "We have not thought of a sequel for 'Ek Tha Tiger'. We don't have any idea (story line) for the sequel," Kabir informed. Even the producers have denied making a sequel. "With the success of the film, it would be the obvious conclusion for anybody to assume that the film deserves a sequel. However, as of now, there are no such plans and it is more conjecture," Yash Raj Films' vice president (marketing and communications) Rafiq Gangjee said.

How alcohol ups cancer risk

   Nearly 30 years after discovery of a link between alcohol consumption and certain forms of cancer, scientists now have the first evidence from research on humans that explains how the popular beverage may be carcinogenic. The results also suggested that people of Asian descent, Native Americans and native Alaskans are more prone to cancer risk from alcohol consumption.

  Silvia Balbo, Ph.D., who led the study, explained that the human body breaks down, or metabolizes, the alcohol in beer, wine and hard liquor. One of the substances formed in that breakdown is acetaldehyde, a substance with a chemical backbone that resembles formaldehyde.

  Formaldehyde is a known human carcinogen. Scientists also have known from laboratory experiments that acetaldehyde can cause DNA damage, trigger chromosomal abnormalities in cell cultures and act as an animal carcinogen. "We now have the first evidence from living human volunteers that acetaldehyde formed after alcohol consumption damages DNA dramatically," said Balbo, a research associate in the laboratory of Stephen Hecht, Ph.D., a noted authority on cancer prevention at the University of Minnesota.

  "Acetaldehyde attaches to DNA in humans to the genetic material that makes up genes in a way that results in the formation of a 'DNA adduct.' It's acetaldehyde that latches onto DNA and interferes with DNA activity in a way linked to an increased risk of cancer," she explained.

Balbo pointed out that people have a highly effective natural repair mechanism for correcting the damage from DNA adducts. Most people thus are unlikely to develop cancer from social drinking, although alcohol is associated with a risk of other health problems and accidents. In addition, most people have an enzyme called alcohol dehydrogenase, which quickly converts acetaldehyde to acetate, a relatively harmless substance.

  However, about 30 percent of people of Asian descent have a variant of the alcohol dehydrogenase gene and are unable to metabolize alcohol to acetate. That genetic variant results in an elevated risk of esophageal cancer from alcohol drinking. Native Americans and native Alaskans have a deficiency in the production of that same enzyme. The results were reported at the 244th National Meeting and Exposition of the American Chemical Society. 

Fresh violence rocks Assam; five dead, curfew imposed
   Five people were found killed in communal violence-hit Chirang district in Assam's Bodo areas, police said. The victims were yet to be identified. Police said that the bodies were recovered from a paddy field in Choudhuripara near Mangolian Bazar in the district. Inspector General of Police (Bodoland Territorial Areas District) SN Singh said that the bodies were recovered after local residents informed police. The deceased were yet to be identified, he said.

   "Suspected miscreants must have killed the five people during the day and hidden their bodies in a paddy field in the area," he said. Communal violence erupted between the dominant Bodos and Bengali-speaking Muslim settlers in Assam on July 19 at Kokrajhar district. The violence soon spread to contiguous Chirang and Dhubri districts killing close to 80 people and displaced over four lakh people in the three districts.

   Although no fresh incidents of violence took place in the three districts, night curfew was in force in Chirang and Dhubri districts. The Kokrajhar district administration, however, imposed indefinite curfew in Kokrajhar district Thursday after police arrested Pradeep Brahma, a legislator of the Bodoland Peoples' Front (BPF), for his alleged involvement in the violence.

Gold zooms to new record at Rs 31,300 on strong global cues
     
NEW DELHI: Buoyed by a strong rally overseas, gold rose to touch a new high of Rs 31,300 per 10 grams in the bullion market here today. Gold added Rs 185, registering gains for the sixth day in a row, while silver added Rs 950 to Rs 57,800 per kg on increased buying. Silver coins also spurted by Rs 2,000 to Rs 73,000 for buying and Rs 74,000 for selling of 100 pieces on strong demand.

  Traders said gold's rally in the global markets where it recorded biggest weekly gain since January amid speculation that the Federal Reserve will take additional steps to spur the economy, boosting the metal's demand as an inflation hedge, influenced trading sentiments. In New York, the yellow metal rose by $ 2.10 to $ 1,674.90 an ounce, posting its biggest weekly gain since January 27. Silver also rose 0.5 per cent to $ 30.70 an ounce.

  Buying by retail customers for the coming marriage season and investors also supported the uptrend in precious metals, traders said. On the domestic front, gold of 99.9 and 99.5 per cent purity added Rs 185 to touch record levels of Rs 31,300 and Rs 31,100 per 10 grams, respectively. The metal has gained Rs 675 in last five sessions.

  Sovereign held steady at Rs 24,700 per piece of eight grams. Silver ready spurted by Rs 950 to Rs 57,800 per kg and weekly-based delivery by Rs 720 to Rs 57,200 per kg.
 

Samsung's Galaxy Note 800 in India

  NEW DELHI: Samsung hopes to sell around 1.5 million tablets in India by the end of this year, triple of what it sold last year. Ranjit Yadav, Samsung's India head for IT and mobile division, on Friday launched the company's flagship tablet Galaxy Note 800 in the country and said this would help the Korean company strengthen its leadership position here.

  "India is one of the first 10 markets in the world where the Galaxy Note 800 is being launched," said Yadav. The device has been priced at Rs 39,990. Note 800 will primarily compete in India with iPad 3. Globally, Apple's tablet has been the bestseller and none of the tablets from the competitors like Samsung and Asus have managed to dent its market share. However, in India the situation is somewhat different. Products at different price points have helped Samsung take a lead here. According to GfK, a research firm, Samsung had a share of around 55% in Indian tablet market in Q2, 2012.

    Instead of taking on iPad, which has an advantage due to the number of high quality apps available for it, head-on, Samsung hopes to lure customers to Note 800 with the help of a multi-functional stylus. The stylus, called S Pen, is key part of Note 800 experience and along with accompanied apps, allows users to create elaborate notes or illustrations. The tablet also features a unique multi-tasking mode that allows users to split the screen and use two apps simultaneously.

   The tablet, which has a 10.1-inch screen, is powered by a 1.4Ghz quad-core processor and has 2GB RAM. It runs on Android 4 (Ice Cream Sandwich), an operating software developed by Google.

Shirish Kunder apologises to Shah Rukh Khan

   Filmmaker Shirish Kunder has finally put an end to the ongoing animosity between him and superstar Shah Rukh Khan by tweeting a public apology. The editor-turned-director, who is married to Shah Rukh's close friend, choreographer-director Farah Khan, had created a stir last year when he took to Twitter for a potshot at the superstar's mega-budget venture RA.One.

  "I just heard a 150 Cr firework fizzle," Kunder had tweeted. However, Kunder has now apologised for the same in a tweet Saturday and says he regrets it. "I'll always regret one thing that I feel very guilty about. I sincerely apologise for my tweet on 'RA.One'," he tweeted

 In January this year, Kunder and Shah Rukh were caught in a brawl at actor Sanjay Dutt's bash. However, the two called truce. Recently, Shah Rukh also got photographs clicked with the aliens of Kunder's new directorial Joker. This act sparked speculations that the actor is helping in promoting the film.

  However, Farah, who was present at a post release event for her acting debut in Shirin Farhad Ki Toh Nikal Padi, lost her cool when asked if Shah Rukh was promoting her husband's film. "Where have you seen Shah Rukh Khan promoting the film? Has he come on any channel to promote it? He just took one picture with the aliens. Please don't spread nonsense," she said.

  Joker, which is due to release on August 31, stars Sonakshi Sinha and Akshay Kumar. Even though Farah was not aware of the tweet, she said she was proud of her husband because she feels it takes a lot of courage to apologise. "I haven't read the tweet right now. But I am proud of my husband. It takes a big heart to apologise," she said.


 Assaulted female cop claims Jagdish Tytler instigated mob

 The Congress on Friday said it was sorry for the assault on a woman constable during its rally in Bhubaneswar as the name of AICC in-charge of Odisha Jagadish Tytler came up.

Narrating her experience, the woman constable said, "About 30 to 40 youths attacked me, showered blows, kicked me from back as soon as Jagdish Tytler called on party workers to break the barricade."
Defending Tytler, Congress Chief Whip Prasad Harichandan said that Tytler had asked the partymen to come forward for jail Bharo. "He did not instigate violence.
"I do not think calling upon partymen to court arrest is any crime or instigation," the Congress Chief Whip said.
"This is an unfortunate incident. We are sorry for the assault on the lady constable. Women police should not be deployed at the forefront. We demand action against senior police officers responsible for deployment of women at sensitive places," he said after party MLAs boycotted the assembly.

Leader of Opposition Bhupinder Singh of Congress sought to give a different spin saying "All people present at the rally were not Congress activists. Some people, who are angry over the BJD government's misrule, may have assaulted the woman constable."
Tytler, on the other hand, told a news channel that it was wrong to assault a woman. "There is a bid to defame us in public. The incident has proved that Naveen Patnaik is incapable of giving good governance."
Admitting that the woman constable was manhandled at yesterday's rally, Harichandan said "One must thank Congress workers who saved her."
Senior BJD MLA Pradip Maharathy demanded arrest of Tytler for attempting to create a '1984 Sikh riot like situation here'.
"I can produce evidence of Tytler instigating people at the rally," he said.
BJD women's wing president Pramila Mallick, who met the lady constable in hospital demanded Tytler's arrest for instigating the mob to attack women security personal.
"We will stage a dharna tomorrow demanding arrest of the persons responsible for attack on the lady constable and other policemen," Mallick said.
BJP Legislature Party Leader K V Singhdeo said: "If any leader who used provocative words which instigated the people, needs to be booked."
Meanwhile, the Odisha Human Rights Commission issued notice to the Deputy Commissioner of Police, Bhubaneswar, to submit a report on the attack on the constable.
A Congress delegation also met Governor M CBhandare demanding a judicial injury into the episode
